Women entrepreneurs from the PHD Chamber of Commerce and Industry (PHDCCI), along with representatives from COWE Haryana, IamSMEofIndia and other sector groups, presented a set of forward-looking recommendations during a pre-budget consultation session organised under the Haryana Vision 2047 framework in Gurugram. The consultation, hosted by Haryana Chief Minister Nayab Singh Saini, aimed to bring diverse stakeholder inputs into the state’s next budget planning process.
Participants highlighted that women business owners want to go beyond traditional micro-enterprise roles, striving to build scalable enterprises, create jobs and contribute to industrial growth across the state. Their proposals focused on policy support, skill development and structural enablers that can help women scale businesses and become integral to Haryana’s economic transformation.
Key suggestions included targeted incentives and subsidies in priority sectors where women-led enterprises can thrive, launch of state-wide micro-business programmes with training and market linkages, and the creation of Centres of Excellence for women in emerging technologies such as AI and deep-tech.
The delegation also advocated for scholarship programmes to support advanced education, shared infrastructure and co-manufacturing facilities to lower entry barriers, and enhanced access to markets, exports and public procurement opportunities for women entrepreneurs. Proposals covered support across the value chain — from certification and branding to finance facilitation and impact measurement.
These recommendations are expected to feed into the Haryana Budget 2026–27 deliberations in the coming weeks as the state government finalises its fiscal priorities in line with its long-term development roadmap.
